2. Aims and objectives of UKPPG:

The UKPPGs has eleven key objectives. These are as follows, along with details of the activities and actions taken over the last year:

  1. To promote the highest standards of pharmaceutical practice within the speciality of mental health and learning disabilities
Activities:

  1. To promote the role of specialist mental health pharmacists in optimising treatment with medicines, through communication, mentorship, support and dissemination of good practice
  1. To lead, promote and encourage research into and development of treatments within mental health
  1. To be the forum for all pharmacists with an interest in mental health
  1. To inform and guide the Royal Pharmaceutical Society of Great Britain about the pharmaceutical needs of patients with a mental health problem or learning disability
  1. To encourage and promote specialist postgraduate and other education of pharmacists to facilitate improved practice
  1. To develop the College of Mental Health Pharmacists as the accreditation body for specialist mental health pharmacists.
  1. To work in partnership with other groups, including users and carers, on matters relating to mental health practice
  1. To develop and monitor standards of pharmaceutical practice in mental health
  1. To promote the role of pharmacists in mental health care
  1. Ensuring a sound financial and organisational structure to support the above ten

3. Annual reports

3a. Chairman’s report – Stephen Bazire

The main aims I set for my tenure as Chairman were as follows:

At the first committee meeting in November 1999, we set a business plan for the next few years, based on consultation with members, the committee’s ideas and those existing priorities. The plan fell in to a number of categories:

  1. Internal and peer support
  2. External communication
  3. Education and training
  4. UKPPG Bulletin
  5. UKPPG committee organisation
  6. Other issues

In detail, these were acted upon as follows:

1. Internal support

Ten candidates covering a wide range of people were attracted, formal elections held and five founders elected. A second full consultation with members was held and a huge amount of work carried out to bring this ground-breaking and controversial development to its current state of development. As UKPPG Chairman I have been made an honorary member of the CMHP Board, with David Taylor an honorary member of the UKPPG committee, to ensure the two bodies develop in full harmony. We have all been almost overwhelmed by the complexity of the challenge and task, but are determined to succeed.

This has been set-up by Peter Pratt. It will need more formal promotion but will pay a significant role in the development of the CMHP. The aim will be to end the use of the phrase "I’m isolated"

This is a medium priority, still in the planning stage and being worked on by Graham Newton, with a number of options being explored

A formal consultation with members was carried out in summer 2000. As a result, a large number of documents, guides, protocols and statements were able to be put on to the UKPPG website, along with many other items. The feedback from this remains consistently good, although this will need continual development. Many thanks to the generosity and openness of those members who donated items for this part of the site. In September, the site finally became www.ukppg.org, moving to www.ukppg.org.uk soon afterwards.

Graham Parton had the expertise to set this up, and it is now going well, with 60 members, around 100 messages a month (a daily digest also being available) and many interesting themes emerging. The ability to rapidly mobilise members was instrumental in influencing one company, who reversed the decision to discontinue a widely used product.

Since you’re reading this, you’ll know that this was achieved.

UKPPG external communication

The committee spent an evening in April working on the groups’ main aims, objectives and, more importantly, three key messages that the group believes. These messages should be used widely and frequently by members to help develop their practice and facilities locally. The key point is that there are huge problems with the use of medicines in mental health, and that pharmacists are the people that can (and should) be instrumental in sorting them out. This is the route that should result in successful developments, not just saying "remember pharmacy". Advice from a PR expert on external public relations is planned for November 2000.

Education and training

The Certificate in Psychiatry Pharmacy continues to develop at Aston University, with the Diploma established (see separate section). Both are highly successful, mostly due to the tenacity and dedication of Celia Feetam. These qualifications are considerable distinguishing features of psychiatric pharmacy in the UK and continue to lay the foundations for the future. In October, David Taylor was able to announce that an MSc was at an advanced stage of development and approval. The Psychiatry 1 and 2 weekend schools have continued successfully.

2000 saw the conference move to a new venue. We had clearly outgrown Latimer House but, despite considerable effort over the last few years, finding a better venue at an affordable cost had evaded the group for several years. Wokefield in Berkshire became available and we were able to negotiate an attractive deal. Taking on a new venue is an onerous task, as so many things have to be dealt with and it isn’t until you start again from scratch that you realise this. However, despite two changes in venue management in six months, the final conference went extremely well. We must pay tribute to the very new management at Wokefield, landed with an unknown quantity at short notice, worked extremely hard and co-operatively to make it a success. Denny Humphries continued as secretary, with Celia Feetam as conference organiser with, of course, support from the committee.

An informal education sub-committee has been formed, to support the main committee.

UKPPG Bulletin

Lynn Haygarth took over as Bulletin editor (see report 3e later).

The Bulletin Board was unable to meet during the year due to various combinations of circumstances, and a number of developments will be finalised later in the year.

The Bulletin is now sent to a range of people in influential positions e.g. RPSGB, politicians, Pharmacy groups, non-Governmental organisations etc. This is to make sure they know of the existence of the UKPPG, that we are keen and might then remember us when considering issues involving our area of specialism.

UKPPG committee

The structure and operation of the committee is under review, in order to make the most of the membership and not overload the current members. With David Taylor and Dave Branford moving to the CMHP, Juliet Shepherd and Graham Newton were co-opted on to the committee, as both had stood for committee election in 1999.

The groups finances are steady, although the CMHP will continue to be a significant outgoing.

Finally, the activities of the UKPPG committee have been a team effort, with all members actively involved in all the above, and without their hard work, dedication and selflessness little of the above could have been achieved. To name individuals would thus be inappropriate.

3b. Treasurers report – Morag Martin

1999 -2000 proved again to be a successful year financially for the group with a current bank balance of £69,594 at November 1st 2000

3c. Secretaries report – Alan Pollard

The committee met five times during the year, and thanks are due to Lundbeck, SmithKline Beecham, Lilly and Novartis for supporting those meetings. The year was busy, with the formation of the CMHP, the first postal voting for committee members of note. Thanks to Peter Pratt, the committee has been careful to ensure transparency of the both the individuals and the group, and we remain committed to be open about all our sources of sponsorship through full disclosure of declarations of interest. The committee was kept busy by the formation of a comprehensive business plan. The new conference venue added yet more change.

3d. Education report – Celia Feetam

The Postgraduate Certificate and Diploma in Psychiatric Pharmacy offered by Aston University in Birmingham are now up and running. Celia Feetam continues as Course Organiser, and Penny Delaney as Course Administrator.

54 students now have successfully completed the Certificate. Those passing in the last year include Tim Anderson, Carmen Bouzaid, Michael Buehlen, Rachel Calton, Nicola Cook, Michaela Cox, Margaret Davies, Anne Gilbert, Steven Girdlestone, Anne Griffin, Simon Howe, Helen Huck, Noreen Jakeman, Patrick Lee, Juliet Morris, Margaret Nicholls, Victoria Niven, Linda Olivey, Lyn Reeve, Lisa Riley, Morag Santoni, Susan Watts, Eromona Whiskey, Alexandra Williams and Sandra Woolley.

Another 43 have recently enrolled for the third Certificate Course. Currently, 15 students are completing the Diploma. The next intake for the Diploma is in April 2001 and Certificate October 2001.

The "Psychiatry 1" (Pharmacists New to Psychiatry) residential course ran twice during the year, each being highly successful and well received.

3e. UKPPG Bulletin – Lynn Haygarth

The Editor of the UKPPG Bulletin is now Lynn Haygarth. The Bulletin was issued four times during the year, despite initial problems with late copy and publication. The two-year contract with Hayward Publishing and sponsorship from Pfizer was completed. The Bulletin is now published by Academic Publishing Services of Salisbury. Sponsorship was received during the year from AstraZeneca and Rosemont. The remaining finance coming from the UKPPG accounts.

Conference and study day reports, UKPPG business and plans and committee issues provided most of the copy space. A book review section has been introduced to complement the popular key paper reviews.

4. Annual Conference

The 25th annual (7th international) UKPPG conference took place at Wokefield Conference Centre, Berkshire from 6th-8th October. There were 160 full delegates, 14 committee and CMHP members and 22 day delegates. This was a new venue for the UKPPG and the accommodation and conference facilities were excellent and delegate feedback has been outstanding. Reports, abstracts and photographs have appeared on the website, as well as the UKPPG Bulletin and Pharmaceutical Journal.

5. College of Mental Health Pharmacists

Formal elections for Founding members of the College were held in January 2000 and five Founders duly elected. These founders met on three occasions between March and September and were ably assisted by Stephen Bazire and Celia Feetam. Some difficulties have been experience in developing the accreditation process within the timescale allowed by the UKPPG mandate. This is largely because there is no similar model to follow and so the whole process has to be designed from first principles. Nevertheless, by the end of 2000, core competencies have been broadly agreed and assessment methods decided upon. In addition, a full programme of events has been planned which will ensure the accreditation process begins and is fully functioning in 2001.

6. Awards during 1999-2000

UKPPG/AstraZeneca annual travel award

The annual UKPPG/AstraZeneca travel award has been made possible by the generosity of AstraZeneca and is administered by the UKPPG. The award is made annually for clinical or practice research in psychiatric pharmacy.

2000 Award:

Diane Harris, Derbyshire, for developing the role of community pharmacists in the care of older people with mental health problems discharged from hospital.

1998 - Mr Brett Hill, Cardiff (who sadly died on 30.4.98, before being able to take up the award)

Chairman’s Lifetime Achievement award

This award was instituted by David Taylor in 1998. It is to be presented by the Chairman at the Annual Conference to the person of his or her choice in recognition of significant contribution to psychiatric pharmacy, the only criterion being that it can not be presented to the previous Chairman of the UKPPG. The Chairman's Award trophy was designed and procured by Celia Feetam in 1998.

2000 Award:

Lynn Haygarth, Huddersfield, presented by Stephen Bazire, for her former work and roles as Treasurer, Chairman, conference organiser, education programme co-ordinator (making the original proposal for a specialist postgraduate qualification) and now as committee member and Bulletin editor.

7. Pharmaceutical Industry support 1999-2000
